Carly is a Senior Engineering Associate with Nelson\Nygaard where she plans and designs safe, comfortable infrastructure for people walking and biking. Carly joined the Board in Spring 2022 and chairs the Grants Committee. She is excited to be a part of an effort from the advocacy/stewardship side. Her favorite segment of the Parkway is Rosewood Avenue to 12th Street.

Eric is an electricity infrastructure consultant with a focus on ERCOT market energy transition issues. Eric can’t wait to ride to Q2 Stadium for a game. He’s excited about creating a strong alternative to traffic, and has been a part of RLPI since day 1.

Chris Maldonado

Chris is a Client Executive at Accenture-Microsoft Business Group at Avanade and has over 20+ years of experience in the IT consulting and sales industry. Chris is the president of the Major Taylor Cycling Club of Austin. Chris is most excited by RLPI to promote a safe haven for transit and recreational activities for local citizens.

Brianna Frey
Treasurer
Brianna is a Senior Planner for the City of Austin, Project Connect Office, on behalf of the Austin Parks and Recreation Department. She has over 8 years of experience in economic development and stakeholder empowerment. Brianna has volunteered for RLPI since 2017 and is most fulfilled leading Board Development and growing her trail and park permitting and design skills. Brianna is most excited about using the Parkway to commute between Mueller and Downtown Austin.

Julio Carrillo
Julio Carrillo, AICP, LEED AP ND, is a Senior Planner; Manager with Parkhill’s Planning Sector. Julio is a Certified Planner (AICP), Peruvian Architect (CAP), and LEED Accredited Professional. He co-founded and directed Peru’s Green Building Council. He served as chair in Austin’s AIA Urban Design Committee (2022), and as the chair of Diversity Equity and Inclusion Committee at the Urban Land Institute of Austin – Texas (2022). He has been awarded and recognized for his urban design practice. In 2021, Julio was selected as an International Expert of a group leading a research team of young professionals planning the future of cities in Asia. Julio is Director at Planning Commitment Inc, forging the implementation of the PLANNING 2050 initiative: a commitment for cities, communities, planning professionals, firms, and organizations to take action that positively impact aspects of Equity, Climate Change and Resiliency.
Melissa Henao-Robledo
Melissa Henao-Robledo is the Business Development Team Member for Landscape Forms. She earned a Masters in Landscape Architecture at North Carolina State University and an undergraduate degree from Appalachian State University. Melissa’s knowledge of the industry and experience with landscape architects, architects, and designers, is a great addition to the RLPI board. Melissa devotes much time to service in her community, assisting a number of other outreach organizations.
Jeff Thompson
Jeff is a technology executive with 25 years experience in the data collection and analysis field. Although he’s been commuting along the Red Line for years, he just joined the RLPI in 2024. But Jeff has been working for years to support active transportation and to help create more unique, magic places in our communities.
Rachel Montemayor
Rachel Montemayor is an educator and dedicated advocate for accessible development. Rachel uses knowledge derived from lived experiences as a bike commuter and public transit user. She has been instrumental in promoting sustainable transit solutions in Austin suburbs. Her deep understanding of the importance of creating accessible transportation aligns perfectly with the vision of the Red Line Parkway. Rachel believes in the power of partnerships and is skilled at bringing diverse communities to achieve common goals.

Tom is co-founder of RLPI, and is a longtime Austin-area trails, walking, and bicycling advocate. He also serves on the boards of People United for Mobility Action (PUMA), Austin Outside, and Safe Streets Austin, and was Bike Austin Executive Director from 2009-2014.

Jennifer Potter-Miller
Community Engagement Manager

Jennifer joined RLPI in January 2023, and focuses on community engagement, event management, communications, and fundraising. She has chaired the Friends of Patterson Park since 2016, and served on the Austin Parks Foundation board from 2019 to 2021. At Patterson, she led a community-driven neighborhood park planning process, organized a number of annual community events, and raised funds for several park improvement projects. She loves walking on urban trails and hiking in the woods. Her favorite segment of the Parkway is the Boggy Creek Trail, which stretches from Rosewood Ave. to 12th St.
